eThekwini Mayor Meets March and March Leaders Over Undocumented Foreigners and Business By-Laws

eThekwini Mayor Cyril Xaba has met with March and March leaders Jacinta Ngobese-Zuma and Xolani Zuma to discuss growing concerns around undocumented foreign nationals and the enforcement of business by-laws in the city.

The meeting focused on finding a lawful and structured way to address the issue, with both the municipality and the activist group agreeing on the need for public awareness. According to the municipality, March and March will roll out community awareness campaigns highlighting the risks and legal consequences of employing undocumented foreign nationals.

Mayor Xaba also called on residents to actively take part in the city’s ongoing review of its municipal by-laws, saying public participation is key to ensuring the rules reflect the realities on the ground.

March and March reaffirmed its commitment to conducting all campaigns peacefully and within the framework of the law. The organisation has been vocal in recent months about the impact of unregulated foreign-owned businesses on local traders and employment.

The municipality said the engagement was constructive and forms part of broader efforts to balance economic inclusion with compliance and safety.
